Bureaucratic Model |
The German sociologist
Max Weber presented his own model of bureaucracy in the early twentieth
century, in which he discussed in detail the important principles and
characteristics of bureaucracy. After close observation of the bureaucracy in
Pakistan, numerous contradictions have come to light in the model of the late
Weber.
In Pakistan, the
friendship between politicians and bureaucracy is like that of Tom and Jerry.
If there is friendship, it is "ripe" and if there is enmity, it is
ripe too. Not cooperating or the bureaucracy is corrupt. Or it has been heard
that the government is incompetent, so it does not understand the issues
properly, or often the bureaucracy says that political parties in Pakistan
bring manifestos but do not bring action plans.
Bureaucratic Model in
Pakistan
“A bureaucracy is an
organisational structure marked by a large number of regulations, uniform
processes, procedures, and standards, a large number of desks, meticulous
division of labour and duty, simple pyramids, and professional, almost
impersonal interactions between employees.”
In other words, this
conflict continues in every era of government. The present government has also
wanted revolutionary changes in the bureaucracy since it came to power, but
what to do, instead of resolving issues, things get worse. In this regard, new
laws related to bureaucracy were passed a few months ago, which will be
mentioned later, but in the last few days, in view of these rules, Prime
Minister Imran Khan took strong notice of the bureaucracy's behavior Showcause
notices and warnings were issued to several officers while several officers
were instructed to be cautious while clarification was sought from several
officers.
This theory also
called Max Weber theory.
The following points
that are explained in terms of Pakistani view,
Specialization and
Division of labour:
On the basis of
abilities and functional specialisations, tasks are divided into basic,
repetitive categories. Every employee is accountable for what he or she excels
at and understands what is expected of them. In Pakistan, the division of
labors are not only based on their specialization, but based on their strong
family background. They favored him/her in every step compared to others. There
are currently millions of workers in Pakistan who are victims of exploitation
and abuse.
Hierarchical layer of
authority:
There are several
hierarchical roles in institutional organisational systems. This is basically a
bureaucracy's trademark and base.The ranked are very important in bureaucracy;
the highest rank has the greatest power. According to my perspective, the
people related to higher and strong financially, the department gave rank to
this person. Pakistan not sees the capability of the person but see the
financial background. This system is worst and eliminates the factor of hard
work.
Formal selecting:
All workers are chosen
based on their practical skills and abilities acquired through training,
education, and experience. If the director conducted the interview honestly and
without favouritism, he should be able to recognise these attributes in the
candidate and recruit him/her without a guide. The selection should, in my
view, be based on the individual's attributes.
Rules and
Requirements:
The rules and
requirements can be considered predictable. Rules and regulation are the most
important part of any organization but inappropriately these rules and
regulations are made but there is no implement on them. The bureaucrats even
not adopting these rules and regulations. The upper grade officer goes to
picnic without any vacation but no one take action on it.
Impersonal:
Employees form distant
and impersonal relationships as a result of regulations and specific criteria,
with the added benefit of preventing preference. Bureaucracies are notorious
for their impersonal partnerships. In Pakistan, the jobs should be given to
those people who have strong relation to them. This preference is also against
the law and rules. They can’t even see the qualification of their near and deer
ones.
In a region where
there is a culture of false complaints, the rulers have to be a little more
careful, so there is an element of liking somewhere in our Tom and Jerry game
of bureaucracy and government. In any of case, there is no doubt that making
Pakistan a welfare state is the mission and determination of Prime Minister
Imran Khan, but so far the bulls do not seem to be moving, which is mainly due
to the attitude of the parties. And since the people and properties are
directly related to the bureaucracy and the government. Therefore, considering
the performance of both, this process is tantamount to "shaking the dust
off the gongs".
In fact, different
governments have been implementing various measures in the name of reforming
the civil bureaucracy, but in the absence of a political will, the existing
bureaucratic system is deteriorating rather than improving. Governments come
and go, but reforms in various fields have never materialized. One of the
reasons for this is that every new government, instead of continuing the
reforms that began under the previous governments, has been making a fuss by
removing worms from it and spending its time on political veto. They go and the
people hope for future governments.
Although there are
millions of evils in the bureaucracy but they should be fixed in one system,
politics should not interfere in it at all. We also need to look at the Indian
model in this regard where any contract proves to be politically influential.
Again, that bureaucrat is not allowed to be part of any big project, so all
bureaucracies work within one system. Therefore, one thing is certain: whenever
matters are in the hands of the bureaucracy or they are allowed to operate
within their customary constitutional limits, merit and transparency are seen
in the country.
The rate of corruption
will also be lower, because the rate of corruption in projects in India is 11%
and we have a very high rate. I think work always goes bad when an officer has
no inclination to a particular field and is deployed there for personal gain,
then he destroys the established system. So my opinion. If we understand the
temperament of the bureaucracy and instead of imposing it on them, make a
system out of them in which government officials feel free and responsible,
then this bureaucracy will give you 100% results, otherwise we will go to
further loss. !
